Spanish coastguard rescue 135 migrants in Gibraltar strait
The Spanish Maritime Safety Agency said on Twitter that it had picked up a total of 484 people in 30 makeshift vessels in the Strait of Gibraltar and Alboran Sea, which separate Spain from Morocco. Pictures showed hundreds of migrants crowded aboard rescue vessels in the port of Algeceiras (main) after authorities found them trying to make the trip in toy dinghies. According to a count by the International Organisation for Migration (IOM), some 18,653 migrants reached Spanish shores between the beginning of the year and July 18. They are mainly from sub-Saharan Africa - notably Guinea, Mali and Mauritania - as well as Morocco. Viking Star Cruise Ship : The complete tour
MV Viking Star is the lead ship of the Viking Star-class of cruise ships, and the first such ship operated by Viking Ocean Cruises, a division of Viking Cruises. She entered service in April 2015. Two Viking Star-class sister ships, Viking Sea and Viking Sky, will join her in the Viking Ocean Cruises fleet in 2016. The vessel's modern Scandinavian design ties in with that of Viking Cruises' river cruisers, and was intended to mix onboard elegance with a focus on destinations. As a relatively small vessel, Viking Star is able to access most ports directly, and thus facilitate efficient and trouble-free embarkation and debarkation processes. She also has a hydro-dynamically optimised streamlined hull and bow for maximum fuel efficiency. The ship's first plate was cut on 7 June 2013 at the Fincantieri Marghera shipyard in Marghera, Italy. The plate cutting ceremony was attended, among others, by Torstein Hagen, founder and chairman of Viking. The keel was laid on 18 December 2013. Fincantieri launched Viking Star on 23 June 2014, about 20 days earlier than the previously announced launch date in mid-July. In October 2014, Viking Ocean Cruises announced that Norwegian seafarer Gulleik Svalastog had been appointed as the captain of Viking Star. Captain Svalastog had more than 45 years of experience in the maritime industry, and most recently he had served as a captain for Color Line. He had previously held a variety of senior ship management positions, including the roles of superintendent for Norwegian Cruise Line and Crystal Cruises, and lead auditor for Det Norske Veritas. His initial task as captain was to be a member of the team overseeing the final stage of Viking Star‍ '​s outfitting and interior build-out. In mid-December 2014, the ship successfully completed a week long period of sea trials in the Aegean Sea, during which she underwent more than 80 different tests. A variety of functions and systems were evaluated, including engine and propulsion performance, the navigation systems, and cabin acoustics. Viking Ocean Cruises took delivery of Viking Star at the shipyard on 28 March 2015. Public areas On board, Viking Star features 2 pools, the main pool and the Infinity Pool, a spa and a fitness center. She also has two restaurants, lounges, the piano lounge and the explorers lounge, the wintergarden, the aquavit terrace and the world cafe. Also, Viking Star has a sports deck, the star theatre and bar, the lobby bar and various shops. Accommodation Viking Star has five stateroom categories, all with private verandas, and 14 Explorer Suites. Up to 930 passengers can be accommodated in her 465 staterooms and suites, all of which are spacious for a cruise ship. The smallest staterooms are 25 m2 (270 sq ft) in size; the two-room suites range from 70.3 m2 (757 sq ft) to 134.5 m2 (1,448 sq ft) in area, and feature wrap-around private balconies offering sweeping views. Machinery The vessel is fitted with energy-efficient hybrid engines, and onboard solar panels and exhaust pollution-minimising equipment to enable her to meet strict environmental regulations. Her Compac propeller shaft bearings, manufactured by Thordon Bearings, are lubricated by seawater, which is recycled into the ocean. The use of seawater as a lubricant lowers in-service maintenance costs, by eliminating the requirement for an aft seal. The seawater lubricant also replaces expensive biodegradable oils, which, if used, would need to be stored, sampled and disposed of, and would also create a risk of accidental oil discharge. Entertainment facilities The theatre features live entertainment, as well as new-release films and some old favourites. Additionally, there are port talks and lectures from the on-board cultural enrichment programmes on art, history and culture. The lecture programme includes academic lecturers, local speakers and interactive demonstrations. China Maritime Studies Institute: TOPIC: China's anti-ship ballistic missile (ASBM) is the world's first and only weapons system potentially capable of targeting a moving carrier strike group (CSG) from long-range, land-based mobile launchers. Since the 1920s, the U.S. Navy has built its carrier forces around the idea that the air group represents the first and best line of defense for the carrier. The ASBM potentially bypasses the air group and removes it from the defensive equation. Only one other major system has ever offered the possibility of doing this. That is the submarine, and while China is developing a potent fleet, it cannot today effectively conduct advanced anti-submarine warfare (ASW), while the U.S. can. Defense against missiles, by contrast, is potentially an extremely difficult problem for any military, though the U.S. is likely developing and employing a variety of potent countermeasures. Hitting A Missile With A Missile • Aegis System Test (2018)
The Japan Maritime Self-Defense Force (JMSDF) and the United States Missile Defense Agency (MDA) successfully tested the Aegis Ballistic Missile Defense (BMD) system by intercepting a target missile, launched from the Pacific Missile Range Facility on the island of Kauai, Hawaii on September 11, 2018. The Japanese destroyer JS Atago (DDG-177) tracked the target and launched a Standard Missile 3 (SM-3) which engaged the target missile destroying it. The event, designated Japan Flight Test Mission-05 (JFTM-05), was conducted in order to demonstrate a successful engagement of a target missile using the sea-based mid-course engagement capability provided by Aegis BMD. SEACAT Exercise 2018 (Part 4 and 5)
PCG: A week-long maritime security exercise bringing 100 local and foreign maritime law enforcement counterparts from seven nations was hosted again by the Philippine Coast Guard (PCG) held in Manila. This year is the second hosting of the PCG for SEACAT (Southeast Asia Cooperation and Training) Exercise’s boarding workshop which was held from 27-31 August at Coast Guard Surface Support Force in South Harbor, Port Area, Manila to address common concerns of maritime security threats prevalent in the ASEAN region such as illegal fishing, smuggling, illegal drug and human trafficking. This event also aims to promote mutual international cooperation between participating agencies. Said workshop was joined by the PCG, Philippine Navy, Royal Brunei Navy, Royal Singapore Navy, Royal Thai Navy, Indonesian Maritime Security Agency (BAKAMLA Indonesia), Indonesian Navy-Komando Armanda I, Royal Malaysia Police, Malaysia Maritime Enforcement Agency, and Thailand Maritime Enforcement Coordinating Center. The US Coast Guard Law Enforcement Detachment led the conduct of maritime interdiction operation/vessel board, search and seizure (MIO/VBSS) workshop on best practices of use of force and demonstration of arresting techniques; lecture on smuggling trends; drills on flex and handcuffing, positive control measures for compliant and non-compliant boarding, and multiple-man room entry, tactical team movement and inspections and weapons retention executed aboard PCG vessels. The multilateral exercise aims to evaluate the agencies’ maritime information exchange capabilities with SEACAT headquarters thru Information Fusion Center based in Changi Naval Base, Singapore and 3rd Thai Naval Area Command in Phuket, Thailand. Participating countries have sent liaison officers to man the watch team who will facilitate exchange of information, coordinate surveillance operations, and alert respective headquarters in the conduct of MIO/VBSS operation to the vessel of interest. To mark the conclusion of the exercise, a sea phase activity was conducted with two tracking and boarding scenarios in the Philippines waters, one at the west off Subic, Zambales while the other is at Sulu sea respectively. G7 statement opposes provocations in South China Sea
The G7 foreign ministers have released a joint statement after their two-day meeting in Hiroshima, Japan. According to Japan's Kyodo News Agency, the ministers say in their statement on maritime security that they strongly oppose certain provocative actions in the South China Sea. The statement called for a peaceful solution to the disputes. It also expressed concerns over the situation in the East China Sea. French Warships challenge China's dominance in the South China Sea

Staying true to its commitment to uphold freedom of navigation in the disputed South China Sea, France might be leading other European nations to stand up against China's aggression in the region. China, however, continues to guard international ships passing through the South China Sea, which they claim as their own. A Chinese warship recently challenged a French military vessel conducting an operation near Beijing's outposts in the contested waterway, according to Hudson Institute senior fellow Jonas Parello-Plesner In an article published in The Wall Street Journal, Plesner narrated how the Chinese frigates and corvettes followed the French ship passing through the Spratly Islands in the South China Sea. "'This is China warship calling,' a voice bellowed out over the radio. "'The Nansha islands are under Chinese sovereignty. What are your intentions?'" Plesner wrote in his article. "The reply from the French military vessel, where I was on the command bridge as an observer last week, was polite but curt. The French said their ships were operating in international waters," he added. Plesner added that the Chinese ships "closely tailed" the French ship while they passed around Fiery Cross, Mischief and Rubi Reefs. A helicopter detachment from the United Kingdom and European observers, including Germany, were also with the French warship when this incident happened last week. In the article, Plesner noted that France has been conducting freedom of navigation operations in the South China Sea since 2014. "President Emmanuel Macron is building stronger defense relationships with India and Australia, and he seems to be realistically assessing the growing Chinese challenge. This is a welcome change from his predecessors, who were enthralled by the business and investment opportunities in China," Plesner said. "France is rallying other Europeans to put action behind the declarations of free navigation," he added. During the recently concluded Shangri-La Dialogue in Singapore, French Minister of the Armed Forces Florence Parly stressed that France would continue to conduct missions in the disputed waters, along with the United Kingdom and Germany. Did you know that 50% of people still don’t know to call 999 and ask for the Coastguard in a coastal emergency - despite the phone service being launched half a century ago? The new research, commissioned by the Maritime & Coastguard Agency (MCA) comes as a new video is launched in tribute to our old public information film which first broadcast the '999 Coastguard' message in 1968. Joe and Petunia are back, but this time in a dynamic present-day setting. Our new film showcases a modern version of the original 60s storyline, complete with dinghy (or dinjy!) sailor and contemporary Petunia. But of course, we couldn’t release a J&P film without the cartoon characters themselves, so they both have cameo roles. The first Joe and Petunia public information film was released in 1968 to tell members of the public that they could reach the Coastguard by calling 999. So this year, we are celebrating 50 years of being part of the 999 network. We’ve changed a bit since then, but our message is still the same; hence the new film stars the original Joe imploring the public, if they see people in trouble at sea or around the coast, to “dial 999 and ask for the Coastguard”. In 1968, the public information film starred two hapless cartoon characters, Joe and Petunia, who, after watching a dinghy sailor in difficulty, eventually made the right decision to ‘dial 999 and ask for the Coastguard’. The 1 ½ minute film was hugely popular throughout the 1960s and 1970s with many people quoting Joe’s “coooeeee!” and “that's what they call them you know, sailing dinjys”. The 2018 version still stars Joe in his cartoon version and Petunia (present-day and Sixties voice). The dinghy sailor also has a starring role, although only in his 2018 version. All of the modern-day actors are Coastguard or RNLI volunteers or staff and the new film squeezes a Coastguard operations room, a cliff scene with Coastguard and Petunia and an at-sea scene with the Coastguard helicopter, RNLI lifeboat and dinghy sailor into its 40 seconds. Maritime Minister Nusrat Ghani said: 'We're all hoping the Bank Holiday weekend and half term break will be filled with sunshine so we can get out and about and enjoy our beautiful countryside and miles of beaches. 'But we all need to remember the seaside can be dangerous and to know who to call if things go wrong. 'It's great to see Joe and Petunia, the original characters of the Coastguard advert, brought back to life to highlight this vital service and to call 999 if you get into an emergency.' Julie-Anne Wood, Head of Maritime Operations for the MCA said: 'We are hugely proud of our Coastguard service in the UK. We are one of the most technologically advanced in the world and it comes as second nature to call ourselves one of four emergency services which can be reached by calling 999 and asking for the Coastguard. 'However, it seems that 50 per cent of people still don’t know that they can ‘dial 999 and ask for the Coastguard’ so we are hoping that Joe will work his wonders again and remind a new generation that: 'If you see someone in trouble along the coast or at sea ‘dial 999 and ask for the Coastguard.'

Capsized sand dredger: Another body recovered
The team involved in the operation to rescue crew members of the sand-dredging vessel JBB Rong Chang 8 that capsized on Wednesday, recovered a body near the scene Friday evening. According to a Malaysian Maritime Enforcement Agency spokesman, the search and rescue operation would continue for other victims who were possibly still trapped inside the vessel. LIKE AND SUBSCRIBE IF YOU LIKE OUR WORK . ------------------Some inf about BARAK 8 --------------------- Barak 8 also known as LR-SAM or as MR-SAM is an Indian-Israeli surface-to-air missile (SAM), designed to defend against any type of airborne threat including aircraft, helicopters, anti-ship missiles, and UAVs as well as cruise missiles and combat jets out to a maximum range of 70 km, however, reports suggest the missile has been increased to a maximum range of 90 km following “range upgrade discussions” between India and Israel during November 2014.Some news agencies have referred to the missiles range at 100 km.Both maritime and land-based versions of the system exist. The Barak-8 has been designed to defend against a variety of short-to-long-range airborne threats, including fixed-wing aircraft, helicopters, drones and projectiles. It incorporates a state-of-the-art phased array multi- mission radar, two-way data link, and a flexible command and control system that enables it to simultaneously engage multiple targets day and night and in all-weather conditions. Due to the comprehensive simulation and preliminary subsystem testing, only three flight tests are sufficient to clear the system for operational induction. Additional tests will follow the initial phase to further explore the system’s performance and capability enhancements. Barak 8 is based on the original Barak 1 missile and is expected to feature a more advanced seeker, alongside range extensions that will move it closer to medium range naval systems like the RIM-162 ESSM or even the SM-2 Standard. Israel successfully tested its improved Barak II missile on July 30, 2009. The radar system provides 360 degree coverage and the missiles can take down an incoming missile as close as 500 meters away from the ship. This missile was primarily developed by Israel to equip its warships to protect them from the Yakhont missiles which its neighbor was procuring. Israeli ships carried only short range SAMs and didn’t have modern radars capable of handling a dedicated attack by its enemies using Yakhont missiles. The answer to this problem was the extremely agile and accurate Barak-8 which packed the best available technology into a medium sized missile. With a max range of 90+ km, it operates in conjunction with the MF-STAR radar which can detect sea skimming missiles at 30-35 km range. It combined a medium range and short range missile into one missile, having a minimum engagement range of just 300 m and max of 90+ km. There are claims that a single Barak-8 can stop a BrahMos as close as 500 m from a ship. One of the reasons behind the claims is that the Barak-8 is very accurate and has an active homing radar seeker, which enables the ship to technically forget about the missile after its launch and the missile finds the target on its own although the ship does provide guidance and mid-course updates. According to Defence Experts, the missile system delivers an accurate, high quality, real-time arena situation picture and extracts low Radar Cross Section (RCS) targets even in the toughest environmental conditions. It is a digital Active Electronic Steering Array (AESA) Radar System which incorporates new and advanced technologies. The Barak 8 missile system can operate by night as well as by day in addition to all weather conditions. It is capable of successfully dealing with simultaneous threats engagements, even in severe saturation scenarios. The system has a very short reaction time and a fast missile vertical launch capability with 360 degree coverage. The system optimizes the coordination between the missile and batteries by using an advanced broadband communication network.

Senior officers confirmed to FE Online that during the two day visit starting Oct 28, Prime Minister Modi and Japanese Prime Minister Shinzo Abe are expected to push for government to government (G2G) deal for these amphibious planes, to ensure that there are no delays and there is transparency. According to a senior Indian Navy officer, both sides are willing to negotiate through G2G and at lower price for the US-2i amphibious aircraft from Japan, which is expected to be manufactured in India under the Make in India initiative. “The deal which had been put on a back burner is now back on track as the government is looking at other countries to meet its defence requirements,” said a officer speaking on condition of anonymity. As has been reported by FE earlier, besides manufacturing the aircraft, Tokyo has also offered to set up MRO facility in India. This and the possibility of exporting to a third country have come up for discussions between officers from both sides. As part of strengthening its strategic ties with Japan, India has been keen on acquiring the ShinMaywa US-2i amphibious aircraft. At the DefExpo-2018, Mahindra Defence Systems, part of the Mahindra Group, signed a pact with Japan-based ShinMaywa Industries for manufacturing and assembling of amphibious aircraft in India. The Indian Navy and the Indian Coast Guard are seeking 12-18 of these search and rescue aircraft (SAR) to expand their reach and capability. According to a navy officer “the plane will boost the operational logistics in areas like the far-flung but strategically critical Andaman and Nicobar Islands. These can also be used for landing spares and equipment in close proximity to warships on the high seas.” Discussions for this aircraft have been going on between the two countries since 2011, however several issues including the transfer of technology, technicalities of exporting the plan has created the delay in closing the deal. These aircraft are designed for air-sea search and rescue operations, and can transport 30 combat-ready soldiers to ‘hot zones’ in an emergency. The Indian Navy had sought information about an amphibian plane in late 2010 from Japanese ShinMaywa, Canada’s Bombardier for its CL-415 platform, Russia’s Beriev Be-200 and US/German Company Dornier for its Seastar CD2.
